Thirty years ago federal policy underwent a major change through the Bayh-Dole Act of 1980, which fostered greater uniformity in the way research agencies treat inventions arising from the work they sponsor. Before the Act, if government agencies funded university research, the funding agency retained ownership of the knowledge and technologies that resulted. However, very little federally funded research was actually commercialized. As a result of the Act's passage, patenting and licensing activity from such research has accelerated. Although the system created by the Act has remained stable, it has generated debate about whether it might impede other forms of knowledge transfer. Concerns have also arisen that universities might prioritize commercialization at the expense of their traditional mission to pursue fundamental knowledge--for example, by steering research away from curiosity-driven topics toward applications that could yield financial returns. To address these concerns, the National Research Council convened a committee of experts from universities, industry, foundations, and similar organizations, as well as scholars of the subject, to review experience and evidence of the technology transfer system's effects and to recommend improvements. The present volume summarizes the committee's principal findings and recommendations.

In the context of development of process technology, this book advocates the importance of delineating and clarifying corporate work processes for process innovation. The importance of an open collaborative approach is stressed; this includes involving external equipment manufacturers at an early stage as well as collaborative development of customers' use of the products in their production processes, with a view to excellence in future application development. Process innovation will not, however, generate profit or reduce operating costs until the new or improved process technology is operating well in the plant. Best practice for start-up of new process technology and process plants is then examined, starting with a fresh outlook on technology transfer in general. This often-neglected area of management of process innovation is, in fact, of an importance equivalent to that of a product launch in the development of new products. The final part of the book closes the circle, discussing how to implement and measure the strategic intent of process innovation. Improving the general performance of corporate process innovation is then covered by going through success factors and key performance indicators, and their aggregation on a corporate level.

The activities of the Department of Defense (DOD) and its contractors in manufacturing, testing, maintaining, and disposing of military equipment make up a significant portion of the industrial processes conducted in the United States. As is the case with the commercial industries, some of these activities, such as metal plating, have resulted in industrial pollution and environmental contamination. With increasing environmental regulation of such processes in recent decades, defense facilities have been faced with growing compliance issues. Department of Defense efforts to manage, correct, and prevent these problems have included the establishment of the National Defense Center for Environmental Excellence (NDCEE) under the management of the U.S. Army Industrial Ecology Center (IEC). The National Research Council's Committee to Evaluate Transfer of Pollution Prevention Technology for the U.S. Army was formed to identify major barriers to the transfer of pollution prevention technologies and to recommend pathways to success. To address the study objectives, the committee (1) reviewed the NDCEE's technology transfer activities, (2) examined efforts to transfer technology in four areas, two of which were identified at the outset by the NDCEE as successful and two of which were identified as unsuccessful, and (3) identified opportunities for improving the transfer of pollution prevention technologies to maintenance and rework facilities in the Department of Defense and to industrial manufacturing facilities performing defense-related operations.
